1) Take an abandoned elevated railway line built in the '30s to transport cattle to the Meatpacking District in New York.
2) Bring a group of committed, romantic community-based activists together called something snappy like "Friends of the High Line" (for the High Line was said railways name)
3) Take a decade of campaigning to turn plans for demolition into preservation and restoration.
4) Complete the urban fairy tale by turning it into a beautiful, verdant park space with more than 100 species of plants high about the city's west side.
5) Have the mayor of NYC cut the red ribbon two days ago and declare the park officially open.
Nah, could never happen. Well, only in New York perhaps.
