I put those thermostatic radiator valves everywhere, so I can turn the heating down easily in rooms we're not in, and not have radiators blasting in rooms that are already warm enough.

Whilst it's great that you're taking care not to heat rooms you don't need heated, Thermostatic radiator valves aren't a "magic bullet" - if you have the setting on them too high they'll be just as wasteful as fully open manual valves. Conversely, if you're conscientious with manual radiator valves and turn them down when you don't need the room heated they'll help save the environment too. I've used manual radiator valves: http://www.smrbathrooms.co.uk/acatalog/Traditional_Style_Radiator_Valves.html For a heated towel rail I had installed because they went better with the decor and know I'm not harming the environment! In short: Whether using TRVs or manual valves what's essential is that the occupant ensure the valves are set to a reasonable setting.
